Uninstall and Hide the following updates:
971033 OS activation checking
2952664 Telemetry
2990214 Windows 10 update compatibility check (Windows 7 only)
3021917 Telemetry
3022345 Telemtery
3035583 Windows 10 update application
3044374 Windows 10 update compatibility check (Windows 8 only)
3050265 Windows Update Client; 2990214 renamed; adds option to disable Windows 10 update through Group Policy Editor (GPE)
3065987 Windows Update Client; 3050265 renamed; provides option to disable Windows 10 update through GPE
3068708 Telemetry; 3022345 renamed
3075249 Telemetry
3075851 Windows Update Client; adds option to disable Windows 10 upgrade in GPE

You might actually want to install the Windows Update Client updates since they resolve issues with using Windows Update plus adding the option to completely disable the upgrade process.

Find the Customer Experience Improvement Program (CEIP) settings in the Action Center and disable it.

In Task Scheduler: Task Scheduler Library>Microsoft>Windows
Remove all entries listed under "Application Experience," "Autochk," and "Customer Experience Improvement Program"
Under "Disk Diagnostic," remove only "Microsoft-Windows-DiskDiagnosticDataCollector"
Under "Maintenance," remove "WinSAT"
Under "Media Center," click the "status" column; select all non-disabled entries and disable them.
